Minutes of the Regular Meeting
June 12, 2008

 

Call to order and confirmation of a quorum
The meeting was called to order at 7:00P.M. in the Port conference room by Garth Eimers, Chairman. A quorum was present. Attending were: Ulanah McCoy, Steve Hopkins, Bea vonTobel, Bob Cook, Wally Gudgell

Approval of minutes
Hopkins moved, McCoy seconded approval of the minutes of the regular meeting of May 22, 2008 as presented, and the motion was unanimously carried.

Public access time
1. Bob Cook, chair of the 25th annual EAA Chapter 937 Fly-In, was present to update the commissioners on the plans and progress for the event, to enlist the help of the commissioners, and distribute informational flyers for the event, which have also been posted on the website.

2. Wally Gudgell, Gudgell Properties, was present to give the commissioners new information, in the form of an updated appraisal, on the so-called Lantec property, and to ask the commissioners to again seriously consider purchase of the property. Gudgell noted that the seller is motivated to sell, and also might consider a long-term lease. The airport manager was instructed to compose an e-mail to Gudgell noting that the materials presented would be read by each commissioner and a discussion of the property would be on the agenda at the next regular meeting.

Unfinished Business
1. Looking Down the Runway
The airport manager reported that an e-mail had been received from Ted Enderlein, noting that the legalities of the purchase/transfer of one of the owners of the property has taken much longer than expected, and that discussions with the port would resume once that business has been concluded.
The letters to congressional members regarding the GPS approach have been proofed, and that an updated letter, including the update of the master plan which removes all obstacles has been completed, needs to be composed. The airport manager will write that, with submission to chairman Eimers before mailing.

2. Helipad Renovation: Status
The new lights have been installed, which completes phase 1. The airport manager has been asked to have a pavement evaluation completed so that a decision can be made regarding cleaning, sealing and repainting of the old surface and sealing of the new concrete.

New Business
1. Kiwanis Speaking Engagement
Chair Eimers reported that he had been asked to speak to the local Kiwanis chapter, and reported that there was a wide range of knowledge about port operations among the members. Eimers spoke about the budget, the history (with help from the 4-panel display), and noise abatement procedures, among other topics.
2. Letter From EHCA
Chair Eimers spoke about the letter from Charles Lewis, President of the Eastsound Hangar Condominium Association, regarding parking in/near their hangars. Eimers offered to call Lewis regarding the situation.

Airport Manager’s Report
Communications were received from: 1)SJC EDC: letter 6/1 re RTPO formation; 2)Airport Business article re FAA funding; 3)Tony Edwards: letter 6/3 re BBQ; 4)SJC Administration: packet re Public Facilities Financing Assistance; 5)EHCA: letter 6/5 re hangar parking, with port reply.

The airport manager reported on:

2. Helipad Lighting Completed
3. Eastsound Hangar Condominium Association
4. Young Eagles Day
5. WPPA Events
6. May Year-to-Date Receipts and Treasurer’s Report

All items were informational in nature, or had been discussed earlier in the meeting.
Approval of Payroll/Vouchers
Hopkins moved, McCoy seconded approval of June 2008 capital funds vouchers in the amount of $56,002.82, and the motion was unanimously carried.
McCoy moved, Hopkins seconded approval of June 2008 general fund vouchers in the amount of $4343.02, and the motion was unanimously carried.

Next Meeting and Adjournment
The next regular meeting of the Commission was scheduled for 7:00P.M. June 26, 2008 in the Port conference room.

The meeting was adjourned at 7:50P.M.
